FIFA offers Canada & other federations $25M
FIFA has proposed a US$6.35 billion development fund for 2027 to 2030 that would give each of its 211 member federations US$25 million over four years, including Canada Soccer and Vietnam’s federation. The money would combine US$10 million from FIFA Forward 4.0 with US$15 million from a new surplus programme funded by World Cup reserves. The plan is not final and still needs approval in 2027.

- FIFA presented the proposal at its Council meeting in Zurich on October 15, 2026. Total development funding for 2027 to 2030 would rise to US$6.35 billion, more than double the amount previously planned, based on a projected surplus of US$5.2 billion to US$5.6 billion for the 2023 to 2026 cycle.
- Each of FIFA’s 211 member associations would be eligible for US$25 million over the four-year cycle: US$10 million through FIFA Forward 4.0, plus US$15 million through the new FIFA Surplus Solidarity Programme, drawn on reserves built up after the 2026 World Cup’s commercial success.
- The extra US$15 million is planned in three US$5 million parts: support for women’s and youth football operations, including national teams and competitions; infrastructure such as stadiums, technical centres and headquarters; and special projects for long-term development.
- Each of the six continental confederations would receive US$99 million over the cycle under the proposal.
- Canada Soccer is one of the 211 member federations in line for the same US$25 million. Vietnam’s federation, the VFF, is another, on identical terms, with the funding aimed at youth and women’s football, facilities and long-term projects.
- FIFA president Gianni Infantino proposed the plan. It is not final: FIFA committees and the Council are to finalise the details, including eligibility, application, approval, payment and audit rules, in December 2026, and final approval rests with the 77th FIFA Congress in March 2027 in Rabat.
